In its efforts to crack down on scammers trying to take advantage of the economic downturn to bilk vulnerable consumers through a variety of schemes, such as promising non-existant jobs, promoting overhyped get-rick-quick plans, bogus government grants, or phony debt-reduction services, or putting unauthorized charges on consumer's credit or debit cards, the Federal Trade Commission (FTC), along with thirteen (13) states and the District of Columbia, initiated Operation Shortchange.
